Welcome to HILEX Advisory

HILEX Advisory exists to build knowledge and understanding of the Cold War, the way that the United Kingdom prepared across government and society to mobilise the nation at short notice to fight a total war.

While the plans, policies and practical experience of implementing these measures has long been abandoned since the end of the Cold War, the change in world events and resurgence of Russia as a threat to NATO has led to increased interest in Cold War planning and how it applies today.

Our goal with HILEX is to provide discrete advice to people interested in the Cold War and who wish to learn from the past, apply the lessons of it to their work and ensure that the work of previous generations is carried forward rather than forgotten as a new generation learns to be ready for what the future may hold.
